MSA National Rally Marshals’ Registration & Grading Scheme

The aims of and objectives of the scheme are:

  • To provide recognition throughout the UK of a marshal’s experience and ability, by means of a single national registration card – recognised by all MSA clubs.
  • To maintain and improve the already high reputation of British marshals by the provision of training delivered by accredited Instructors at organised Training Days.
  • Through the promotion of the above aims and objectives to make a significant contribution towards the provision of swift and effective rescue, medical and recovery services at times of need, thereby helping to provide a safer environment for competitors, officials and spectators alike.

HOW THE SCHEME WORKS
Nomination & Registration
Clubs who organise, or whose members marshal or officiate at, rallies are invited to nominate their members for inclusion in the National Rally Marshals’ Register.  Initially, these members are enrolled in the scheme at the grade(s) notified by their Club(s).  Marshals may be up – (or down-) graded according to the following criteria.  Agreement has been reached for the universal use of a nationally recognised list of marshalling grades, and these – and the upgrading pathways – are described in the Appendix to these notes.

At the point of first registration and thereafter at the commencement of each calendar year (from January 2004), the MSA will distribute to each marshal whose details are at that time recorded, a registration and record card valid for that new calendar year.
On request, the participating clubs can be supplied with listings showing details of their nominees to whom cards have been issued.
Cards and lists may detail, for each cardholder, the following categories of information:
Name (forename & surname), Gender, registration Number, Address including Post Code, Telephone Number(s), Nominating Club, Grade held.

Entry Criteria
For entry at Grade 3 (basic marshal grade) a marshal must have satisfied the following criteria:

(i) must have completed an MSA Rally Marshal Registration Form (downloadable from this site), and have this form countersigned by a nominating club and ticked in the appropiate Grade box to confirm prior attendance and satisfactory performance of duty as a marshal at a minimum of three rallies run under MSA permit.

Upgrading Requirements
To be recommended for upgrading a marshal must have satisfied the following criteria:
To upgrade from a Rally Grade 3 to Rally Grade 2, a marshal:
(i) must have obtained signatures on the reverse of the MSA Registration Card from a Chief Marshal or other senior event official.  These signatures confirm attendance and the satisfactory performance of duty at that grade at a minimum of three rallies run under MSA permit.
(ii) and have attended a Training Seminar approved by the MSA for that purpose, and have their MSA Registration Card stamped accordingly.

To upgrade from Rally Grade 2 to Rally Grade 1, a marshal:
(i) must have obtained signatures on the reverse of the MSA Registration Card from a Chief Marshal or other senior event official.  These signatures confirm attendance and the satisfactory performance of duty at that grade at a minimum of three rallies run under MSA permit.
(ii) And have attended Training Days approved by the MSA for that purpose, and have their MSA Registration Card stamped/signed by the MSA Training Instructor oe Lead Instructor accordingly, as evidence that their level of skill, experience and training is commensurate with the upgrade they are seeking.

Note: Any individual may undertake only one upgrading at a time.
Grading Appeals
In the event of any grade query, appeals may be considered by the MSA Training Steering Group in appropriate cases.
